{"id":1841,"date":"2026-01-30T20:57:51","date_gmt":"2026-01-30T15:57:51","guid":{"rendered":"https:\/\/housing-uz.info\/ru\/?p=1841"},"modified":"2026-01-30T20:57:51","modified_gmt":"2026-01-30T15:57:51","slug":"public-hearings-on-the-sea-breeze-resort-project-at-the-charvak-water-reservoir-near-tashkent","status":"publish","type":"post","link":"https:\/\/housing-uz.info\/ru\/en\/1841\/","title":{"rendered":"Public hearings on the Sea Breeze resort project\u00a0at the Charvak\u00a0water reservoir near Tashkent"},"content":{"rendered":"<p>On January 23, 2026, the first public hearings on the Sea Breeze resort complex construction project <a href=\"https:\/\/housing-uz.info\/ru\/en\/1771\/\">at the Charvak Reservoir,<\/a> , were held in the Bostanlyk District Administration in Gazalkent.<\/p>\n<p>This\u00a0event was organized by the company Sea Breeze Uzbekistan as part of the environmental impact assessment (EIA) procedure. The public hearings were attended by residents of settlements in the Bostanlyk district, journalists, bloggers, environmentalists, representatives of independent international public organizations, representatives of the concerned State bodies. The event was held by the hokim (governer) of the Bostanlyk district, Jurabek Akhmedov.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1839 size-large\" src=\"https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_131133-1-1024x768.jpg\" alt=\"\" width=\"1024\" height=\"768\" srcset=\"https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_131133-1-1024x768.jpg 1024w, https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_131133-1-300x225.jpg 300w, https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_131133-1-768x576.jpg 768w, https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_131133-1-1536x1152.jpg 1536w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>Sardor Khamidov, CEO of Sea Breeze Uzbekistan, presented the concept of the resort and its socio-economic potential.<\/p>\n<p>According to Sardor Khamidov, 577 hectares of land have been allocated for the project, of which more than 5.5 hectares are along the coast\u00a0of the reservoir. As part of the project, a centralized water supply will be organized not only for the complex, but also for two neighboring villages, Boladala and Yakkatut.<\/p>\n<p>Eight thousand jobs will be created during construction and in the service sector after the resort is commissioned. Ten thousand tree seedlings will be planted, mainly new species, including Spanish palms, which can withstand 20-degree frost. The trees are undergoing acclimatization.<\/p>\n<p>Roads and sewage systems will be built, and there will be paid and free beaches. Wastewater will be treated and discharged into the city sewage system.<\/p>\n<p>The first stage involves the construction of residential complexes, hotels, restaurants, and other facilities on 100 hectares.<\/p>\n<p>According to Firuza Sultanova, environmental advisor at Sea Breeze, the company advocates for the creation of green resorts within the framework of legislation, taking into account environmental impact assessments (EIA) and compliance with state procedures.<\/p>\n<p>\u201cCharvak is a beautiful natural site, and it must be preserved,\u201d she said, while acknowledging that the impact on nature would not be zero, but could be minimized.<\/p>\n<h4><span style=\"color: #0000ff;\"><strong><em><b><i><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-1679 size-medium\" src=\"https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2025\/04\/uekfj-294x300.jpg\" alt=\"\" width=\"294\" height=\"300\" srcset=\"https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2025\/04\/uekfj-294x300.jpg 294w, https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2025\/04\/uekfj.jpg 481w\" sizes=\"auto, (max-width: 294px) 100vw, 294px\" \/>Gulzhan Amonova, a human rights lawyer, shared her observations:<\/i><\/b><\/em><\/strong><\/span><\/h4>\n<p>&#171;On the one hand, it seems good that they have finally decided to officially listen to the public, but on the other hand, these hearings seem somewhat belated, unless the State and the contractors prove otherwise&#8230;<\/p>\n<p>In accordance with Article 6 of the Aarhus Convention, public participation must begin at an early stage, when all options are still open, before the start of activities, before the approval of project documentation, and before the start of construction.<\/p>\n<p>In addition, Article 5 of the Law of the Republic of Uzbekistan \u201cOn Environmental Expertise, Environmental Impact Assessment, and Strategic Environmental Assessment\u201d (No. ZRU-1036) establishes the \u201cBasic principles of environmental expertise, environmental impact assessment, and strategic environmental assessment\u201d:<\/p>\n<ul>\n<li>lawfulness; objectivity; validity;<\/li>\n<li>free access to information and its reliability;<\/li>\n<li>public participation; openness and transparency;<\/li>\n<li>obligation to take into account environmental safety requirements;<\/li>\n<li>\u00a0presumption of expected environmental hazard of any proposed and\/or planned or ongoing economic and other activities;<\/li>\n<li>comprehensive assessment of the impact of proposed and\/or planned or ongoing economic and other activities on the environment and human health.&#187;<\/li>\n<\/ul>\n<p>From the statements made by government representatives and references to the <a href=\"https:\/\/lex.uz\/ru\/pdfs\/7661949\">Cabinet of Ministers Resolution No. 490 of August 2, 2025<\/a>, (<em>hereinafter RCM #490<\/em>) it is clear that the decision has been made. However, international experts and, ultimately, even government representatives said that without a final environmental impact assessment (EIA), construction should not and will not begin. We were also promised that all assessment results would be made publicly available.<\/p>\n<p>BUT&#8230; Will any of this matter? Will it reach the very top, where they gave the green light for such construction? Or maybe they haven&#8217;t given it yet, and that&#8217;s why they held the hearing? I don&#8217;t know&#8230; I just want to hope that it&#8217;s not all for nothing, and I know that it&#8217;s not all for nothing.<\/p>\n<p>Special thanks to Yakubova Khurshida\u00a0(<em>hydrology expert<\/em>) for her expert support in preparing for today&#8217;s presentation. There was little time and many questions to be asked, so I focused on the issue of water and the importance of distinguishing between the need for sewage systems and new water pipes in the Charvak district, and the tourism project itself, which could be dangerous for the future of Tashkent. Regarding water, my main concern is that, given the existing water shortage, such a project would simply deprive Tashkent of drinking water. In addition, the volume of water entering the reservoir as a result of increased discharge of large volumes of water and possible landslides could cause the dam to burst.<\/p>\n<p>Government officials disagreed with me, saying that there was enough water, and representatives of Uzsuvta\u2019minot (<em>water supply company<\/em>) reported on drinking water reserves. However, international expert Lee Sangyun noted that it is important to consider and assess all risks not based on what exists, but on what could exist, and if concerns about water are justified, then such a project cannot be implemented.\u00a0\u00a0More precisely, he said that in Korea such a project would simply not be permitted and the construction company would be obliged to restore everything to the condition it was in before the work began. Of course, he clarified that it is important to understand that an assessment of this specific project is needed.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1837 size-large\" src=\"https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_122452-1024x768.jpg\" alt=\"\" width=\"1024\" height=\"768\" srcset=\"https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_122452-1024x768.jpg 1024w, https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_122452-300x225.jpg 300w, https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_122452-768x576.jpg 768w, https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2026\/01\/20260123_122452-1536x1152.jpg 1536w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<h4><span style=\"color: #0000ff;\"><strong><em><b><i>Water supply and sewerage for the resort and neighboring villages<\/i><\/b><\/em><\/strong><\/span><\/h4>\n<p>Representatives of the Uzbek water supply company UzSuvTa&#8217;minot spoke about the project to build a drinking water supply and sewage system not only for the\u00a0future\u00a0resort, but also for the neighboring villages of Boladala and Yakkatut, which have a total population of about 4,000 people and have already been declared tourist areas. Wastewater will be collected and sent through special pipes to a treatment plant in Chirchik, city situated at forty kilometers from Charvak.<\/p>\n<p>Drinking water will be collected from the Koksu, Chatkal, and Charvak rivers. The water will be purified of clay and other soil particles. Permission has been obtained from the sanitary services. Pumping stations will be built to ensure uninterrupted water supply. A water treatment plant with filters and chlorination will be built. Two separate pumping stations will be built to supply the settlements and the resort.<\/p>\n<p>The residents of these villages who attended the meeting expressed their gratitude for the project. The organizers of the event later <a href=\"https:\/\/www.gazeta.uz\/ru\/2026\/01\/23\/sea-breeze-uzbekistan\/\">wrote<\/a>: \u201cDuring the hearings, the words of gratitude from the residents of the settlements adjacent to Charvak, which have been connected to the main water and gas supply in recent months, were particularly touching.\u201d<\/p>\n<p>However, as noted by the participants of the hearings, the water supply and sewerage systems will be financed by foreign loans taken out by the Ministry of Investment, Industry, and Trade, and therefore by the state budget, and not by the contractor. (<a href=\"https:\/\/lex.uz\/ru\/pdfs\/7661949\"><u>RCM #490<\/u><\/a>, para 9)<\/p>\n<p>Journalists asked the question: \u201cWhy have the residents of the village of Yakkutut been unable to obtain drinking water for 40 years? Despite their numerous appeals, money was found immediately for a foreign investor?\u201d There was no clear and unambiguous answer.<\/p>\n<h4><span style=\"color: #0000ff;\"><strong><em><b><i>Harm of the construction works on the environment<\/i><\/b><\/em><\/strong><\/span><\/h4>\n<p>The participants in the presentation discussed whether the future resort would cause damage to the environment after it was put into operation. \u00a0However, the construction process itself is already harming the ecological situation. The organizers stated that construction has not yet begun, \u201conly\u201d the site has been leveled on 35 hectares. But leveling the site is already construction\u00a0process. The soil cover has been removed along with the vegetation and various species of wildlife living on it, trees and shrubs have been cut down. 130 hectares of forest have been allocated for this resort.\u00a0In Uzbekistan, we already have so few forests, and now the last ones are being given away for this development. Since\u00a0the beginning of the unsustainable urbanization in 2017, the residents of Tashkent have not seen the blue sky because of the constant dust produced by endless chaotic construction. The only respite for Tashkent residents was the mountains and Charvak, where we went to breathe clean air. Now the mountains are being built up, and Charvak is being built up. And the wind rose in Tashkent comes from the mountains. So tons of dust will rush into the city. The vibration and noise from construction equipment will drive away animals and birds. The resort construction project is scheduled for completion by 2035. This means that for the next ten years, we will be living in dust and vibration. Isn&#8217;t this harmful to nature?<\/p>\n<p>A representative of the Ministry of Construction responded to this question by stating that, according to a World Bank report on air pollution caused by PM2.5 particles, construction and road resuspension account for only 6% of air pollution. However, this figure applies to the winter months when construction work slows down. In the summer months, when construction work is in full swing, dust reaches up to 14%. And this is only for PM2.5 particles. No studies have been conducted on larger particles, such as dust. But every resident of Tashkent can see it with the naked eye.<\/p>\n<p>&nbsp;<\/p>\n<h4><span style=\"color: #0000ff;\"><strong><em><b><i>Harm to biodiversity<\/i><\/b><\/em><\/strong><\/span><\/h4>\n<p>Nargis Kosimova ( <a href=\"https:\/\/t.me\/s\/ekologuz?ysclid=mkuwwbiq8b991815806\"><u>EKOLOG.UZ| UZ\ud83c\uddfa\ud83c\uddff \u2013 Telegram<\/u><\/a>)\u00a0also expressed concerns about the potential harm to biodiversity in the area around the reservoir:<\/p>\n<p>&#171;It is important to understand: the Charvak Reservoir is not a sea or just a tourist area, but a strategic facility directly linked to the region&#8217;s water security. Increasing anthropogenic pressure on this particular area \u2014 growth in traffic, tourism, construction, and infrastructure \u2014 inevitably carries serious environmental risks.<\/p>\n<p>The issue of cutting down existing trees in the planned construction area deserves special attention. The argument \u201cone tree for ten\u201d is not always an environmentally friendly solution. This is especially true when it comes to planting species that are not typical for the region, such as palm trees. This can have a negative impact on endemic plants, as well as insects, birds, and animals whose habitat has been formed here over decades. An ecosystem cannot simply be replaced \u2014 it has its own fragile logic of balance.\u201d<\/p>\n<p>Environmental risks remain even after construction is complete. Noise pollution, intense artificial lighting, and active recreational activities can drive wild fauna out of their usual habitats. The situation is exacerbated by the fact that the Ugam-Chatkal National Nature Park, a specially protected area of not only national but also international importance, is located in the immediate vicinity of the construction zone.<\/p>\n<p>According to the organizers of the discussions,\u00a0\u0435\u0440\u0443 state environmental assessment has not yet been conducted. . No biodiversity inventory has been conducted either; there have only been consultations. What kind of consultations these were and who conducted them is unclear. Nevertheless, 35 hectares have already been cleared for construction.<\/p>\n<p>As one of the international experts present at the hearings stated, tourism projects are the most difficult to assess from an environmental perspective, compared, for example, to the construction and operation of a factory.<\/p>\n<h4><span style=\"color: #0000ff;\"><strong><em><b><i>Compensation to farmers for seized land plots<\/i><\/b><\/em><\/strong><\/span><\/h4>\n<p>Questions were also asked about compensation for farms whose land is being seized for the project. According to the Hokim of the Bostanlyk district, consultations and negotiations have been held with all farmers, and they will receive compensation next week. In other words, compensation has not yet been paid.<\/p>\n<p><a href=\"https:\/\/nuz.uz\/2026\/01\/23\/kompensaczii-za-izyatye-fermerskie-zemli-pod-sea-breeze-nachnut-vyplachivat-na-sleduyushhej-nedele\/\">According to the Hokim,<\/a> the delay was due to the transition to a new assessment method that takes into account not only the cost of the land, but also usage rights, the presence of trees, and yield indicators.<\/p>\n<p>All farmers covered by the project have been registered, agreements have been concluded with each of them, and the assessment work has been completed. The usage rights of three farmers have been terminated by court order.<\/p>\n<p>\u201cAgreements have been signed with all farmers, and assessments have been carried out. All payments will be completed next week. There are no remaining issues regarding compensation,\u201d Akhmedov said.<\/p>\n<p>Deputy Governor of Tashkent Region Nazmiddinhodja Sharipov specified that compensation will be paid by the Sea Breeze Uzbekistan joint venture. The total amount is not disclosed, as it relates to commercial relations between the investor and land users. However, the governmental resolution #490 stipulates that Sea Breeze must allocate $5 million.<\/p>\n<p>He noted that the new methodology has significantly increased the amount of payments. Previously, land plots were valued conditionally \u201cat one sum,\u201d but now they are valued \u201cat two sums.\u201d He emphasized that this approach was chosen in the interests of farmers.<\/p>\n<p>The hearings also explained how compensation is calculated. If, for example, land was granted for 49 years and the farmer used it for 30 years, the payment is calculated for the remaining 19 years of use.
