Bularning aksariyati qonunchilik va shaharsozlikda yetarlicha asoslarsiz sodir bo&#8217;lmoqda. Shahar rejalashtirish va shaharni yangilash bo&#8217;yicha qarorlar jamoatchilikning, shu jumladan zarar ko&#8217;rganlarning ham mazmunli ishtirokini nazarda tutmaydi.<\/p>\n<p style=\"font-weight: 400;\">\u201cSudlar mustaqilligi masalasi hamon muammo bo\u02bblib qolmoqda. Quruvchi kompaniyalar va aholi o\u2019rtasidagi sud ishlarining aksariyati quruvchi kompaniyalar foydasiga hal qilinayotganga o&#8217;xshaydi&#187;, dedi janob Rajagopal. Majburiy ko&#8217;chirilgan aholiga yangi uy-joy taklif qilinganda, u ko&#8217;pincha shaharlarning chekkasida yangi qurilgan ko&#8217;p qavatli uylarda joylashgan.<\/p>\n<p style=\"font-weight: 400;\">\u201cUy-joylarni buzish va majburiy ko\u02bbchirishlar hatto Samarqand va Buxoro kabi qo\u02bbriqlanadigan madaniy meros hududlarida ham sodir bo\u02bblmoqda\u201d, dedi janob Rajagopal. U UNESCOni 2025-yilda Samarqandda bo\u2018lib o\u2018tadigan UNESCO Bosh Assambleyasiga tayyorgarlik ko\u2018rilayotgan bir paytda uy-joy bo\u2019yicha huquq to\u2018liq himoyalanishini ta\u2019minlash uchun zarur choralar ko\u2018rishga chaqirdi.<\/p>\n<p style=\"font-weight: 400;\">Maxsus ma&#8217;ruzachi, shuningdek, majburan ko&#8217;chirish qurbonlari, uy-joy huquqlari bo\u2019yicha huquq faollari, advokatlar, bloggerlar va jurnalistlar qo&#8217;rqitish, jinoiy javobgarlikka tortish yoki shubhali asoslar bo&#8217;yicha hibsga olinishidan, shu jumladan kamida bitta holatda yopiq ruhiy kasalliklar muassasasida saqlanishidan xavotir bildirdi.<\/p>\n<p style=\"font-weight: 400;\">\u201cMeni amalga oshirilgan islohotlar va ko&#8217;plab rahbarlarning inson huquqlarini, shu jumladan, uy-joy huquqini himoya qilish majburiyatini amalga oshirayotganligi ilhomlantirdi. U Massachusets Texnologiya Instituti (MIT) Shaharshunoslik va rejalashtirish fakulteti huquq va rivojlanish professori. Yuridik ma&#8217;lumotga ega bo\u2019lib, u inson huquqlarining ko&#8217;plab sohalari, jumladan, iqtisodiy, ijtimoiy va madaniy huquqlar, BMT tizimi va rivojlanish faoliyati bilan bog&#8217;liq inson huquqlari muammolari bo&#8217;yicha mutaxassis hisoblanadi.<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Maxsus ma&#8217;ruzachilar Inson huquqlari bo&#8217;yicha kengashning Maxsus protseduralar deb nomlanuvchi mexanizmining bir qismidir. BMTning inson huquqlari tizimidagi mustaqil ekspertlarning eng katta organi bo&#8217;lgan Maxsus protseduralar Kengashning mustaqil faktlarni aniqlash va monitoring qilish mexanizmlarining umumiy nomi bo&#8217;lib, u dunyo bo\u2019ylab muayyan mamlakatlardagi vaziyatlarni yoki tematik muammolarni o\u2019z faoliyati doirasida qamrab oladi. Maxsus protseduralar ekspertlari ixtiyoriy asosda ishlaydi; ular BMT xodimlari emas va qilgan ishlari uchun maosh olmaydilar.
