Hozirda buzishga tushgan va kelgusida ko\u2018chirilishi ko\u2019zda tutilgan bir uchastka faollari bilan qabulga bordik. U erda yashovchilar hokimning qarorini imoratchi unga berilgan yerdan to\u2018rt yildan beri foydalanmayotganiga asoslanib, bekor qilmoqchilar.<\/p>\n<div style=\"width: 896px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-1147-1\" width=\"896\" height=\"502\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2023\/04\/VID_20230407_110834_compress_1.mp4?_=1\" \/><a href=\"https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2023\/04\/VID_20230407_110834_compress_1.mp4\">https:\/\/housing-uz.info\/ru\/wp-content\/uploads\/2023\/04\/VID_20230407_110834_compress_1.mp4<\/a><\/video><\/div>\n<p>Men janob Almamedov bilan quyidagi suhbatni o\u2018tkazdim:<\/p>\n<p>&#8212; Nega, agar hokimning qarori NHH bo&#8217;lsa (NHH to&#8217;g&#8217;risidagi qonunning 6-moddasi), xuddi shu qonunning 38-moddasida talab qilinganidek, rasmiy nashrlarda yoki lex.uz milliy ma&#8217;lumotlar bazasida e&#8217;lon qilinmaydi? \u00a0&#8212; so&#8217;radim men.<\/p>\n<p>\u201cHokim qarori NHH emas\u201d, deb javob berdi sud raisi.<\/p>\n<p>&#171;Qanday qilib bu NHH bo&#8217;lmasligi mumkin, bu erda bu NHH deb yozilgan bo&#8217;lsa&#187;, deb unga NHH to&#8217;g&#8217;risidagi qonun matni ochiq turgan planshetni uzatdim.<\/p>\n<p>Sudya bir muncha vaqt davomida hokimning xususiy uy quruvchilarga yer ajratish to\u2018g\u2018risidagi qarori NHH emasligini ta\u2019kidladi. Chunki, \u201cbu qaror faqat qarorda ko\u2018rsatilgan ushbu kompaniyaga tegishli, boshqa hech kimga emas\u201d, dedi u.<\/p>\n<p>&#8212; Ya&#8217;ni, hokimning qarori NHH emas va bu hududda yashovchi aholi bunga daxldor emasmi? Xo&#8217;sh, nega fuqarolik sudlarida odamlar aynan shu individual qaror asosida uylaridan chiqarib yuborilmoqda? Hokim bizni quruvchiga qul sifatida sotmoqdami?<\/p>\n<p>&#8212; Men fuqarolik sudlari uchun javobgar emasman.<\/p>\n<p>&#8212; Yahshi. Unda nega barcha ma\u02bcmuriy sud sudyalari da\u02bcvo muddati (3 oy) o\u02bbtkazib yuborilganligini ko\u2019rsatib, aholining hokim qarorlarini bekor qilish haqidagi talablarini rad etmoqda? Qaror hech bir joyda e&#8217;lon qilinmagan bo&#8217;lsa, qaror qabul qilingan sanani aholi qanday bilishi kerak?<\/p>\n<p>Bu savolga sudya Almamedov javob bermadi.<\/p>\n<p>***<\/p>\n<p>Aniqlanishicha, hokimlarning yakka tartibda va faqat quruvchiga beriladigan qarorlari, afsuski, hokim tomonidan quruvchiga sotilgan uy-joy mulkdorlari uchun hech qanday oqibatlarga olib kelmaydimi? Buni bilvosita Toshkent shahar ma\u02bcmuriy ishlar bo\u02bbyicha tumanlararo sudi sudyasi S.X. Ushbu qarorlar fuqarolarning huquqlari, shu jumladan xususiy mulk huquqiga ta&#8217;sir ko&#8217;rsatmaydimi?<\/p>\n<p>***<\/p>\n<p><span style=\"color: #0000ff;\">Quyida huquq himoyachisi Sobir Yoqubjonov taqdim etgan ushbu voqea tahlili keltirilgan:<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>***<\/p>\n<p><strong><em>\u00a0<\/em><\/strong><strong><em>\u201cNormativ-huquqiy hujjatlar to\u2018g\u2018risida\u201dgi O\u2018zbekiston Respublikasi Qonuni talablari buzilganligi to\u2018g\u2018risida<\/em><\/strong><\/p>\n<p>2000-yildan buyon amalda bo\u2018lgan \u201cNormativ-huquqiy hujjatlar to\u2018g\u2018risida\u201dgi O\u2018zbekiston Respublikasi Qonuni (keyingi o\u2018rinlarda Qonun deb yuritiladi), ya\u2019ni 24-modda, (<a href=\"https:\/\/lex.uz\/docs\/29010\">160-II-\u0441\u043e\u043d 14.12.2000.\u00a0\u041d\u043e\u0440\u043c\u0430\u0442\u0438\u0432-\u04b3\u0443\u049b\u0443\u049b\u0438\u0439 \u04b3\u0443\u0436\u0436\u0430\u0442\u043b\u0430\u0440 \u0442\u045e\u0493\u0440\u0438\u0441\u0438\u0434\u0430 (lex.uz)<\/a>) , 2012-yil 24-dekabrdagi O\u2018RQ-342-son Qonunining 28-moddasida (<a href=\"https:\/\/lex.uz\/docs\/2105724\">\u040e\u0420\u049a-342-\u0441\u043e\u043d 24.12.2012.\u00a0\u00ab\u041d\u043e\u0440\u043c\u0430\u0442\u0438\u0432-\u04b3\u0443\u049b\u0443\u049b\u0438\u0439 \u04b3\u0443\u0436\u0436\u0430\u0442\u043b\u0430\u0440 \u0442\u045e\u0493\u0440\u0438\u0441\u0438\u0434\u0430\u00bb\u0433\u0438 \u040e\u0437\u0431\u0435\u043a\u0438\u0441\u0442\u043e\u043d \u0420\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0430\u0441\u0438 \u049a\u043e\u043d\u0443\u043d\u0438\u0433\u0430 \u045e\u0437\u0433\u0430\u0440\u0442\u0438\u0448 \u0432\u0430 \u049b\u045e\u0448\u0438\u043c\u0447\u0430\u043b\u0430\u0440 \u043a\u0438\u0440\u0438\u0442\u0438\u0448 \u04b3\u0430\u049b\u0438\u0434\u0430 (lex.uz)<\/a>) va amaldagi 2021-yil 20-apreldagi O\u2018RQ-682-son Qonunining 38-moddasi (<a href=\"https:\/\/lex.uz\/docs\/5378966\">\u040e\u0420\u049a-682-\u0441\u043e\u043d 20.04.2021.\u00a0\u041d\u043e\u0440\u043c\u0430\u0442\u0438\u0432-\u04b3\u0443\u049b\u0443\u049b\u0438\u0439 \u04b3\u0443\u0436\u0436\u0430\u0442\u043b\u0430\u0440 \u0442\u045e\u0493\u0440\u0438\u0441\u0438\u0434\u0430 (lex.uz)<\/a>) \u00a0normativ-huquqiy hujjatlar rasmiy nashrlarda e&#8217;lon qilinishi kerak bo&#8217;lgan qoida nazarda tutilgan<em>.<\/em><\/p>\n<p>Qayd etilgan moddalar quyidagi normani o&#8217;z ichiga oladi:<\/p>\n<p>Hech kim rasman e\u2019lon qilinmagan qonun asosida hukm qilinishi, jazolanishi, mulkdan yoki biror huquqdan mahrum etilishi mumkin emas.<\/p>\n<p>Qonunning ushbu normalarining ma&#8217;nosiga ko&#8217;ra, agar normativ-huquqiy hujjat e&#8217;lon qilinmagan bo&#8217;lsa, unda bunday aktni qo&#8217;llash mumkin emas, chunki u rasman chop etilmagan.<\/p>\n<p>Davlat organlarining ayrim qarorlari normativ-huquqiy hujjatlarning turlariga taalluqliligi sanab o&#8217;tilgan &#171;Normativ-huquqiy hujjatlar to&#8217;g&#8217;risida&#187;gi Qonunlarda &#8212; 14.12.2000 yildagi 160-II-son Qonunining 5-moddasida ko&#8217;rsatilgan.<\/p>\n<ol>\n<li><span style=\"color: #0000ff;\"><strong>NORMATIV-HUQUQIY HUJJATLAR TURLARI VA ULARNING O&#8217;ZARO BOG&#8217;LIQLIGI. <\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"color: #0000ff;\"><strong>5-modda. Normativ-huquqiy hujjatlarning turlari <\/strong><\/span><\/p>\n<p><span style=\"color: #0000ff;\">Huquqiy hujjatlar quyidagilardir:<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"color: #0000ff;\">a) O\u2018zbekiston Respublikasi Konstitutsiyasi;<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"color: #0000ff;\">b) O&#8217;zbekiston Respublikasi qonunlari;<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"color: #0000ff;\">c) O\u2018zbekiston Respublikasi Oliy Majlisi palatalarining qarorlari;<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"color: #0000ff;\">d) O\u2018zbekiston Respublikasi Prezidentining farmonlari;<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"color: #0000ff;\">e) O&#8217;zbekiston Respublikasi Vazirlar Mahkamasining qarorlari;<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"color: #0000ff;\">f) vazirliklar, davlat qo&#8217;mitalari va idoralarning hujjatlari;<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"color: #0000ff;\"><strong>g) joylardagi davlat hokimiyati organlarining qarorlari<u>.<\/u><\/strong><\/span><\/p>\n<p>2012-yil 24-dekabrdagi O\u2019RQ-342-son Qonunining 5-moddasida va amaldagi 2021-yil 20-apreldagi O\u2019RQ-682-sonli Qonunining 6-moddasida ham hokimlar qarorlarining Normativ-huquqiy hujjat sifatidagi shunday ta\u2019rifini ko\u2018ramiz.<\/p>\n<p>Normativ-huquqiy hujjat tushunchasi 2000-yil 14-dekabrdagi 160-II-son Qonunining 2-moddasida, 2012-yil 24-dekabrdagi O\u2019RQ-342-son Qonunining 3-moddasida berilgan va amaldagi 3-moddasida berilgan, 2021-yil 20-apreldagi O\u2019RQ-682-son Qonun, unga ko\u2018ra normativ-huquqiy hujjat qonun hujjatlariga muvofiq qabul qilingan rasmiy hujjat bo\u2018lib, huquqiy normalarni umum majburiy davlat normativlari sifatida belgilash, o\u2018zgartirish yoki bekor qilishga qaratilgan, ya\u2019ni shaxslarning cheklanmagan doirasi uchun majburiydir.<\/p>\n<p>Lekin hokimliklar ko\u2019rinishidagi davlat organlari normativ-huquqiy hujjatlardan tashqari, huquqiy normalarni o&#8217;z ichiga olmagan qarorlar ko&#8217;rinishidagi individual huquqiy hujjatlarni ham qabul qiladi.<\/p>\n<p>Biroq, qonun hujjatlariga muvofiq qabul qilingan birorta ham normativ-huquqiy hujjatda <strong>individual<\/strong> huquqiy hujjatlar tushunchasi va ularning yuridik kuchi ko\u2019rsatilmagan va rasmiy nashrlarda e\u2019lon qilinmagan.<\/p>\n<p>2000 yil 14 dekabrdagi 160-II-son Qonunining 24-moddasida, 2012-yil 24-dekabrdagi O\u2018RQ-342-son Qonunining 28-moddasida va 2000-yildan buyon amalda bo\u2018lgan normativ-huquqiy hujjatlar to\u2018g\u2018risidagi Qonunlarning ma\u2019nosidan kelib chiqib, 2021-yil 20-apreldagi O\u2019RQ-682-son Qonunining 38-moddasida ma\u2019lum bo\u2018lishicha, davlat organining alohida-alohida normativ-huquqiy hujjatlari huquqni belgilovchi hujjat emas va, <u>agar u e&#8217;lon qilinmagan bo&#8217;lsa,<\/u> uning asosida kimnidir ayblash, jazolash, mulkidan yoki boshqa har qanday huquqlaridan \u00a0mahrum qilish mumkin emas.<\/p>\n<p>Gap shundaki, qonun ma&#8217;nosiga ko&#8217;ra, davlat organining individual huquqiy hujjati &#8212; bu davlat ijroiya organi yoki uning mansabdor shaxsining maxsus belgilangan huquq sub&#8217;ektlariga nisbatan muayyan huquqiy munosabatlar, huquq va majburiyatlarning paydo bo&#8217;lishiga, o&#8217;zgarishiga yoki tugatilishiga olib keladigan bir tomonlama ixtiyoriy majburiy harakatidir.<\/p>\n<p>Ya\u2019ni, agar hokim xususiy mulk joylashgan muayyan yuridik yoki jismoniy shaxsga yer uchastkasini berish to\u2018g\u2018risida qonun hujjatlarida belgilangan tartibda davlat ro\u2018yxatidan o\u2018tkazilganligi to\u2018g\u2018risida qaror qabul qilsa va bu qaror rasmiy nashrlarda e\u2019lon qilinmasa, bu qaror <strong>faqat<\/strong> yer ajratilgan <strong>muayyan<\/strong> yuridik yoki jismoniy shaxsga taalluqlidir. Ammo bu <strong>hech qanday tarzda <\/strong>ushbu er uchastkasida joylashgan<strong> turar-joy va noturar joy egalariga taalluqli bo&#8217;lishi mumkin emas<\/strong>, chunki er uchastkasini bir vaqtning o&#8217;zida berish bilan olib qo&#8217;yish to&#8217;g&#8217;risidagi qaror <strong>rasmiy nashrlarda e&#8217;lon qilinmagan<\/strong>, bu <em>de-yure<\/em> qonuniy kuchga ega bo&#8217;lishi mumkin emas hamda yuridik va jismoniy shaxslar uchun ham, uy-joy mulkdorlari uchun ham yuridik oqibatlarga olib keladi, bu esa uni amalga oshirish imkoniyati yo\u2019qligiga olib keladi.<\/p>\n<p><em>Individual huquqiy hujjatlarning<\/em> o&#8217;ziga xosligi shundaki, uning <em>tartibi<\/em>, shakli va mazmuni qonun bilan qat&#8217;iy belgilangan. Qonun hujjatlarida <em>tartib<\/em>, shakl va mazmunga oid talablarga rioya qilmaslik individual hujjatning haqiqiy emasligiga olib kelishi kerak.<\/p>\n<p>Agar yuridik va jismoniy shaxslarning arizalariga ko\u2018ra <strong>yer uchastkalarini ajratish bilan<\/strong> bog\u2018liq ishlarni oladigan bo\u2018lsak, unda:<\/p>\n<ul>\n<li>\u201cMahalliy davlat hokimiyati to\u2018g\u2018risida\u201dgi O\u2019zbekiston Respublikasi qonunining 9-moddasiga asosan (<a href=\"https:\/\/lex.uz\/docs\/112170?ONDATE=01.01.2014\">913-XII-\u0441\u043e\u043d 02.09.1993.\u00a0\u041c\u0430\u04b3\u0430\u043b\u043b\u0438\u0439 \u0434\u0430\u0432\u043b\u0430\u0442 \u04b3\u043e\u043a\u0438\u043c\u0438\u044f\u0442\u0438 \u0442\u045e\u0493\u0440\u0438\u0441\u0438\u0434\u0430 (lex.uz)<\/a>\u00a0), Xalq deputatlari Kengashi, viloyat, tuman, shahar hokimi viloyat, tuman, shahar tasarrufidagi obyektlarni qonun hujjatlarida nazarda tutilgan tartibda va chegaralarda vaqtincha yoki doimiy egalik qilish va foydalanishga berishga haqli.<\/li>\n<li>O\u2018zbekiston Respublikasi Yer kodeksining 23-moddasiga asosan (<a href=\"https:\/\/lex.uz\/docs\/152653\">30.04.1998.\u00a0\u040e\u0437\u0431\u0435\u043a\u0438\u0441\u0442\u043e\u043d \u0420\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0430\u0441\u0438\u043d\u0438\u043d\u0433 \u0415\u0440 \u043a\u043e\u0434\u0435\u043a\u0441\u0438 (lex.uz)<\/a>) yer uchastkasini egalik qilish, doimiy foydalanish, ijaraga berish va mulkchilikka berish (sotish) ushbu Kodeksda belgilangan tartibda ushbu yer uchastkasi <strong>Davlat mulki sifatida faqat olib qo\u2018yilgach<\/strong> (sotib olingach) va davlat ro\u2018yxatidan o\u2018tkazilgandan keyingina amalga oshiriladi.<\/li>\n<\/ul>\n<p>Yer kodeksining 23-moddasi normasidan kelib chiqib, olib qo\u2018yilgan yer uchastkasida joylashgan uy-joylarni faqat <strong>davlat va jamoat ehtiyojlari<\/strong> uchun buzish evaziga kompensatsiya miqdorini faqat davlat organi kelishib olishi mumkin hamda uy-joy mulkdorlariga yetkazilgan zararning o\u2018rnini qoplash majburiyatini yuridik yoki jismoniy shaxsga yuklashi to&#8217;g&#8217;ridan-to&#8217;g&#8217;ri qonun normalariga zid keladi.<\/p>\n<p>Hokimlikning <em>individual<\/em> <em>huquqiy hujjatlarida<\/em> viloyat, tuman, shahar <strong>mulki bo\u2018lmagan<\/strong> erlar <em>muayyan<\/em> yuridik yoki jismoniy shaxsga beriladi.<\/p>\n<p>(Ta\u2019kidlash joizki, umume\u2019tirof etilgan fikrga qaramasdan, O\u2018zbekistonda yer davlat mulki emas: \u201cYer kodeksining 16-moddasida: \u201cYer umumxalq boyligi bo\u2018lib, undan oqilona foydalanilish lozim va u davlat tomonidan muhofaza qilinadi\u201d.)<\/p>\n<p>01.01.2020 yilgacha O\u2018zbekiston Respublikasi Vazirlar Mahkamasining 25.05.2013 yildagi 12-bandi 9-paragrafiga asosan, yuridik va jismoniy shaxslardan, huquqlari boshqa jismoniy va yuridik shaxslar nomiga ro\u2018yxatga olingan binolar va inshootlar joylashgan yer uchastkalarini ajratish to\u2018g\u2018risidagi ariza kelib tushgan hollarda, <strong>ariza beruvchiga<\/strong> ralayotgan<strong> yer uchastkasini berishning mumkin emasligi to\u2018g\u2018risida bildirishnoma yuboriladi<\/strong> hamda qonun hujjatlarida belgilangan tartibda mulkdorlardan ko\u2018chmas mulkni mustaqil ravishda sotib olish yoki bo\u2019sh yer uchastkalarini tanlashning boshqa variantlari taklif etiladi.<\/p>\n<p>\u201cO\u2018zbekiston Respublikasida mulk to\u2018g\u2018risida\u201dgi Qonunining 35-moddasiga asosan (<a href=\"https:\/\/lex.uz\/docs\/111466?ONDATE=23.11.1990\">152-XII-\u0441\u043e\u043d 31.10.1990.\u00a0\u040e\u0437\u0431\u0435\u043a\u0438\u0441\u0442\u043e\u043d \u0420\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0430\u0441\u0438\u0434\u0430 \u043c\u0443\u043b\u043a\u0447\u0438\u043b\u0438\u043a \u0442\u045e\u0493\u0440\u0438\u0441\u0438\u0434\u0430 (lex.uz)<\/a>), davlat boshqaruvi organi yoki <em>mahalliy davlat hokimiyati organining<\/em> qonun hujjatlariga rioya qilmagan qarorii <em>qabul qilinishi<\/em> natijasida mulkdorning va boshqa shaxslarning o\u2018z mol-mulkiga egalik qilish, undan foydalanish va uni tasarruf etish huquqlari buzilgan bo\u2018lsa, <em>bunday qaror<\/em> mulkdorning yoki huquqlari buzilgan shaxsning talabiga binoan <em>sud tartibida haqiqiy emas deb topiladi.<\/em><\/p>\n<p>Mazkur xulosa O\u2018zbekiston Respublikasi Konstitutsiyasining 1 (1-qism), 13, 15, 16 (2-qism), 19, 53 (2-qism), 54 (1-qism), 55 moddalariga, shuningdek, O&#8217;zbekiston Respublikasi Fuqarolik kodeksining 5-moddasida (3-qism) nazarda tutilgan yuridik pozitsiyalarga, &#171;Normativ-huquqiy hujjatlar to&#8217;g&#8217;risida&#187;gi Qonunining 11 va 41-moddalariga (2-qism) mos tushadi.<\/p>\n<p>Fuqarolar ahvolining yomonlashuvi, bu fuqarolarning avvalgi qonun hujjatlariga muvofiq ega bo\u2019lgan va ular tomonidan muayyan huquqiy munosabatlarda amalga oshirilayotgan huquqni bekor qilinishi <strong><em>Qonunning ko\u2018rsatilgan normalariga ziddir<\/em><\/strong>. Chunki ushbu konstitutsiyaviy qoidalarning mazmuniga ko&#8217;ra, qonun chiqaruvchi tomonidan ilgari belgilangan shartlarni o&#8217;zgartirish fuqarolarning qonunga va davlat harakatlariga ishonchini saqlash tamoyiliga rioya qilinadigan tarzda amalga oshirilishi kerak. Ushbu tamoyil huquqiy tartibga solishning oqilona barqarorligini saqlashni va mavjud normalar tizimiga o&#8217;zboshimchalik bilan o&#8217;zgartirishlar kiritishga yo&#8217;l qo&#8217;yilmasligini nazarda tutadi. Fuqarolarning amaldagi qonunchilik asosida olgan egalik huquqi hokimiyat organlari tomonidan hurmat qilinishi va amalga oshirilishi haqidagi qonuniy umidlari shu bilan bog\u2018liq.<\/p>\n<p>Mazkur buyruqlarning chiqarilishi natijasida fuqarolarga, tashkilotlarga va boshqa shaxslarga yetkazilgan zararlar <strong>tegishli organ yoki boshqaruv ixtiyoridagi mablag\u2018lar hisobidan to\u2018liq hajmda qoplanishi lozim<\/strong>.<\/p>\n<p>Shu bilan birga, sud davlat organining yer uchastkasini olib qo\u2018yish to\u2018g\u2018risidagi qarori ma\u2019lum bir tuman, kvartal, ko\u2018cha, mahallada yashovchi <strong>aholining belgilanmagan doirasiga taalluqliligini<\/strong>, bu qarorni <strong>rasmiy nashrlarda rasman e\u2019lon qilinishi <\/strong>lozimligini hisobga olishi shart, <strong>rasmiy e\u2019lon qilinmagan<\/strong> taqdirda esa sud O\u2018zbekiston Respublikasi Fuqarolik kodeksi 11-moddasi birinchi qismi 11-bandi asosida <strong>bunday qarorni qo\u2018llamasligi kerak<\/strong> (<a href=\"https:\/\/lex.uz\/docs\/111189\">21.12.1995.\u00a0\u040e\u0437\u0431\u0435\u043a\u0438\u0441\u0442\u043e\u043d \u0420\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0430\u0441\u0438\u043d\u0438\u043d\u0433 \u0424\u0443\u049b\u0430\u0440\u043e\u043b\u0438\u043a \u043a\u043e\u0434\u0435\u043a\u0441\u0438 (\u0431\u0438\u0440\u0438\u043d\u0447\u0438 \u049b\u0438\u0441\u043c) (lex.uz)<\/a>), va kelgusida, agar bunday qarorni haqiqiy emas deb topish to&#8217;g&#8217;risida da&#8217;vo qo&#8217;zg&#8217;atilgan bo&#8217;lsa, uni qonuniy oqibatlarga olib keladigan <strong>qo&#8217;shimcha variant<\/strong> sifatida <strong>haqiqiy emas deb topish<\/strong>.<\/p>\n<p>***<\/p>\n<p><strong><em>Materialni tayyorlaganlar: Farida Sharifullina va Sobir Yoqubjonov<\/em><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0Hokim qarorlari &#8212; NHHmi yoki NHH emasmi?
