Companies of ex-Mayor of Tashkent received orders from city administration

In November-December 2022, the unified customer service of the Tashkent city administration concluded contracts with three companies, allegedly belonging to former governor Jakhongir Artikhodjayev, on more than 10 state orders. In several cases, the value of existing contracts has been inflated.

The next inquiry of Kun.uz on state procurement revealed new cases of conflict of interest surrounding the capital’s former governor.

The list of some contracts concluded directly (without a tender) between the Unified Customer Service under the Tashkent city administration and Artikhodjayev-related companies in November-December 2022:

7,460,000,000 soums – 07.11.2022. The next additional contract for the construction of the digital Tashkent situation center.

9,032,800,000 soums – 28.11.2022. Another additional contract for the construction of the digital Tashkent situation center. The estimated value of the primary contract increased from 100.3 billion soums to 122.3 billion soums based on additional contracts.

18,799,914,000 soums – 28.11.2022. An additional contract for the establishment of a recreation park on the Dustlik canal in Nukus, a musical fountain, installation of outdoor lighting devices on the surrounding streets, construction of children’s playgrounds, “Workout” grounds, repair and improvement of the facades of multi-apartment houses (changes in payment terms are included).

27,799,914,000 soums – 19.12.2022. Another additional contract for the project in Nukus (with a change in payment terms). The value of the primary contract (34.3 billion soums) has not changed.

2,700,000,000 soums – 19.12.2022. An additional contract for closing the 600-meter section of the Zakharik collector from the Uchlola dead end to the Kuyi Jangokh collector in the territory of Shaykhantakhur district and improving the area 700 meters above the collector. The estimated value of the primary contract on 07.06.2019 decreased from 36.99 billion soums to 24.9 billion soums based on the additional contract. At the same time, this company was suspiciously declared the winner in the tender held in the summer of 2022 with a bid of 307.8 billion soums in connection with the main project related to these works (switching the Jangokh, Chukurkuprik and Zakharik collectors to a closed state, etc.).

10,022,700,000 soums – 12.28.2022. Additional contract for the educational building of the Tashkent Institute of Architecture and Civil Engineering (Block 1.1). The estimated value of the primary contract increased from 77.1 billion soums to 101.9 billion soums due to additional contracts.

5,088,400,000 soums – 12.28.2022. TIACE Rectorate (Block 2). The estimated value of the primary contract increased from 46.03 billion soums to 52.8 billion soums due to additional contracts.

Mimar Group

20,000,000,000 soums – 19.12.2022. Additional contract for the reconstruction and enrichment of the infrastructure of the Martyrs’ Memorial Complex (with a change in payment terms).

30,000,000,000 soums– 22.12.2022. Another additional contract for the Martyrs’ Memorial Complex (with a change in payment terms). The estimated value of the primary contract increased from 90.5 billion soums to 90.6 billion soums due to additional contracts.

Grand Road Tashkent

2,715,530,000 soums – 11.28.2022. Additional contract for reconstruction, capital repair, construction of lighting facilities of Mingbuloq, Shukur Burhonov, Gulsara, Salom, Sayohat, Podshobek, Qibray and Khirmontepa streets of Mirzo Ulugbek district (payment terms have been changed). The value of the primary contract (36.3 billion soums) has not changed.

1,932,000,000 soums– 07.11.2022. Additional contract for connection of the existing roads of the Senate building with the internal access roads of the building and improvement of the area (with a change in the payment terms). The estimated value of the primary contract increased from 6.5 billion soums to 6.9 billion soums due to additional contracts.

In recent years, these three companies have directly won state orders for many constructions in Tashkent, without tenders:

•  According to some sources, Ismoil Isroilov, the main shareholder of Discover Invest (56.9%), may be the nephew of Jakhongir Artikhodjayev. Isroilov used to be the director of Akfa Engineering Management.

•  Alisher Ganiyev, the main shareholder of Mimar Group (57.9%), is seen as a person close to Jakhongir Artikhodjayev. The former director of this company, Dilmurod Goyipov, also managed the Dream Production company owned by Artikhodjayev.

•  Grand Road Tashkent brand belonged to J-United Group company of Jakhongir Artikhodjayev. Grand Road Tashkent is a part of the Durable Group holding, and the Durable Group trademark was also owned by J-United Group.

Tashkent city administration at all levels was sharply criticized for not being ready for catastrophic situation caused by cold weather conditions.

Tashkent city governor Jahongir Artikhodjayev has been released from his post. It was announced at the meeting chaired by the president regarding the supply of energy resources to the population.

“I am deeply worried and saddened by the current condition of every person suffering from the cold,” President Mirziyoyev said.

It was noted that the situation that has arisen has clearly shown how the leaders of the sectors and regions have worked so far, how inactive and indifferent they were. In particular, Tashkent city leaders at all levels were sharply criticized for not being ready for the current situation.

As the Master Plan of the capital has not yet been approved, the number of objects built without permission has exceeded 250. When such construction works are carried out, there is no accurate calculation of the load on the existing infrastructure. The city leadership did not take measures to prevent food from freezing in the markets, and prices increased exponentially.

Taking all the shortcomings in his work into account, the city governor Jahongir Artikhodjayev was dismissed from office.

Governors of Yunusabad, Mirzo Ulug’bek and Uchtepa districts were also relieved of their duties and demoted to the position of acting mayors. The State Security Service and the Prosecutor General’s Office were instructed to investigate their activities.

 

Nevertheless, the former khokim of Tashkent, Jahongir Artykhojaev, after leaving the capital’s khokimiyat, retains the position of kengash deputy and senator, which gives him immunity.
